Deploying a K-9 unit is most appropriate when a subject is classified as an Active Resister. In such situations, the individual is actively evading arrest or resisting law enforcement in a way that may pose a threat to officers or others. K-9 units are trained to assist in detaining and controlling subjects who are actively resisting, applying their skills in apprehension and tracking.

This method is consistent with the use of force continuum, whereby an officer's response is proportional to the level of resistance encountered. In the case of an Active Resister, the deployment of a K-9 can help to safely subdue the individual, reducing the risk of injury to both the officer and the suspect while allowing for a controlled situation to be managed.

When considering scenarios like traffic stops, these situations generally do not warrant the immediate introduction of a K-9 unit unless there are indicators of heightened threats or flight. Similarly, Passive Resisters typically require de-escalation techniques rather than aggressive tactics, as their resistance is not physical. Lastly, while pursuits can involve K-9 deployment, it is not applicable to all pursuits regardless of circumstances, underscoring the importance of evaluating each unique situation.
